The short answer
The cost baseline is the approved budget spread over time, excluding management reserve. The project budget includes the work estimates, contingency reserve, and management reserve. Keep these amounts separate so you can compare performance, manage uncertainty, and see which spending requires approval.
Understand the job of each number
A project budget describes the overall approved funding amount. A cost baseline provides the approved cost plan over time against which actual performance can be compared. A forecast estimates where the project is likely to finish based on current information.
These figures can differ without being interchangeable. A project can have enough total funding while exceeding its current baseline. It can also have a forecast that exceeds both. If a report says budget is $95,000, ask whether that means the baseline, total funding, or a current forecast. That question prevents a lot of confusion.
Work through a simple budget
In an original archive digitization project, the work package estimates total $80,000. The team has $10,000 in contingency for identified risks with planned responses. Management sets aside another $5,000 for unforeseen work within the project's scope.
Under this structure, the cost baseline is $90,000 and the total project budget is $95,000. The baseline is also assigned to reporting periods rather than treated only as a final lump sum. The reserve categories tell the team what each amount is for.
| Component | Amount | Treatment |
|---|---|---|
| Work estimates | $80,000 | Included in cost baseline |
| Contingency reserve | $10,000 | Included in cost baseline for identified risk responses |
| Cost baseline | $90,000 | Work estimates plus contingency, spread over time |
| Management reserve | $5,000 | Outside cost baseline |
| Total project budget | $95,000 | Cost baseline plus management reserve |
Use contingency for its agreed purpose
The archive team identified a risk that fragile pages could require slower handling. If that occurs, the relevant approved response may use contingency. The risk owner and project manager follow the authority and conditions already established for that response.
Contingency is not a general fund for attractive extra features. Record the draw, the remaining reserve, and the remaining risk exposure. A reserve that was sufficient at planning may become insufficient after several risks occur. Review it rather than assuming the original amount always remains appropriate.
Get authority before moving management reserve
Suppose an unforeseen, in-scope processing need requires $3,000. If management authorizes releasing that amount into the cost baseline, the baseline becomes $93,000 and remaining management reserve becomes $2,000. Total project budget remains $95,000 in this example.
Follow the organization's formal process for the transfer and baseline update. The team should not silently add reserve to hide a variance. A new scope request is also a separate change decision; management reserve is intended for unforeseen work within scope, not automatic approval for expansion.
Report a forecast without rewriting the agreement
If the archive project now forecasts a final cost of $96,000, explain the cause and the assumption behind that forecast. Do not change the baseline merely to make the forecast appear on target. Any additional funding or changed baseline requires the appropriate decision.
Before distributing a cost report, label the total funding, baseline, incurred cost, forecast, and remaining reserves separately. Include the reporting date and any requested approval. The reader should be able to see both the current expectation and the agreement against which performance is being assessed.
Your next step
Label funding, baseline, forecast, and reserves clearly. A reserve supports an authorized response; a forecast does not approve a changed commitment.
